POSITION DESCRIPTION
The Clinical Operations Director is responsible for organizing and overseeing the health services and daily operations of the Residential program facility. Manage staff and budgets, communicate between departments, and ensure adequate patient care amongst other duties. The Director is responsible for the day-to-day clinical and operations of the residential program. The Director also fosters partnerships with the wider population and works with both the public and private sector on matters of policy, research, and cooperation. The Clinical Operations Director will supervise Welligent compliance in all aspects related to the program ranging between all operations and all clinical documentation, policies, regulations and ensuring CAP's (corrective action plans) are addressed. The Director will foster and maintain relationships with other organization, regulatory, accreditation, and contract personnel on behalf of PHFL.
The Clinical Operations Director will provide leadership and oversight of all residential clinical and operational functions, ensuring the delivery of high-quality, evidence-based, and compliant treatment services. This position is responsible for strategic planning, program development, staff supervision, and regulatory compliance while fostering a culture of excellence, collaboration, and accountability across the facility.
JOB DUTIES AND RESPONSIBILITIES
Program and Clinical Oversight
- Develop, implement, and maintain clinical and operational policies and procedures, ensuring compliance with federal, state, and CARF standards.
- Oversee and streamline clinical, operational, and medical practices to ensure efficient, patient-centered care.
- Evaluate and utilize patient and facility data to identify trends, guide decision-making, and improve outcomes.
- Lead quality assurance, performance improvement, and utilization review activities to ensure clinical excellence.
- Develop and implement short, medium, and long-term program strategies aligned with the organization's mission and goals.
- Participate in and support internal audits, corrective action plans, and regulatory reviews.
Operations Management
- Direct the day-to-day operations of the residential facility, ensuring efficient workflows, proper staffing levels, and consistent service delivery.
- Monitor and report on program performance, including census, utilization, productivity, and patient satisfaction.
- Ensure timely submission of all required documentation and reports to leadership and funders.
- Maintain proficiency in the organization's electronic health record (EHR) system (Welligent) within 30 days of hire to include NH 2 week onboarding plan.
Employee Leadership and Development
- Recruit, hire, train, supervise, and evaluate clinical, medical, operations and behavioral health technician (BHT) staff.
- Create and sustain a professional, team-oriented, and harassment-free workplace culture.
- Provide coaching, mentorship, and performance feedback to promote staff growth and retention.
- Develop and monitor training curricula for clinical and behavioral health staff to ensure consistency and regulatory compliance.
Compliance and Risk Management
- Ensure compliance with all state, federal, and accreditation standards (CARF, DCF, ASAM, etc.).
- Conduct regular chart reviews to ensure documentation accuracy, treatment quality, and medical necessity.
- Serve as an last resort on-call resource for clinical and operational emergencies.
- Support corporate compliance initiatives and participate in investigations or audits as needed.
Community and External Relations
- Serve as a visible community partner, representing the organization with professionalism and integrity.
- Cultivate partnerships with external agencies, funders, and referral sources to enhance program visibility and sustainability.
- Assist in fundraising and development initiatives to support program growth.
- Deliver presentations to community partners and stakeholders to strengthen relationships and showcase program outcomes.
Other Responsibilities
- Complete all e-learning and required trainings within established timeframes.
- Perform other duties as assigned to support organizational objectives.

REQUIRED EDUCATION AND EXPERIENCE
- Licensed in the State of Florida as an LMHC or LCSW preferred.
- Master's Degree in a related field from an accredited college or university.
- Minimum five (5) years of experience working with substance abuse clients in a residential setting.
- Minimum five (5) years of experience supervising clinical staff in a behavioral, mental health and/or substance abuse facility, preferably working with long term clients, public and criminal justice clients.
- Thorough knowledge of program management principles, clinical systems and operations, quality assurance, and regulatory/accreditation agency requirements.
- Strong knowledge of DCF, AHCA, ASAM, and CARF/JCAHO standards.
- Demonstrated ability to manage multidisciplinary teams and ensure compliance in a fast-paced environment.
- Exceptional communication, analytical, and organizational skills.
- Experience provides both the advanced technical knowledge and the leadership skills necessary to run a large, multi-faceted, health organization.
