Job Description

The Sr. Director of Clinical Operations is a licensed behavioral health professional responsible for providing

executive-level leadership and oversight of all clinical and quality and compliance services across the

organization. This position ensures the delivery of safe, effective, evidence-based, and individualized behavioral

health treatment across residential and outpatient programs. The Director ensures full compliance with Florida

Statutes, 65D-30, 42 CFR Part 2, and other applicable federal and state regulations, while maintaining high

standards of clinical excellence, quality assurance, and program effectiveness.

The Sr. Director of Clinical Operations supervises all clinical staff, including Program Managers, counselors, and

interns, and serves as a subject matter expert for program development, policy implementation, and regulatory

compliance. This role represents the organization in interactions with regulatory agencies, accrediting bodies,

referral sources, and other community stakeholders.

ESSENTIAL DUTIESANDRESPONSIBILITIES

Leadership & Staff Oversight:

- Provide executive oversight and direct supervision of Clinical Directors, Program Managers,

clinical counselors, and interns, including hiring, training, performance evaluations, coaching,

and professional development. Additionally, oversee the Quality Assurance and Compliance

department, ensuring that all activities align with clinical contract requirements and

regulatory standards.

- Ensure clinical staff receive ongoing supervision consistent with licensure and contract

requirements and organizational policies.

- Foster a positive, professional, team-oriented, and culturally competent work environment.

Clinical Operations & Compliance:

- Oversee all clinical services and ensure programs are delivered with fidelity to evidence-based

and individualized treatment models, including Moral Reconation Therapy (MRT) and other

evidence-based interventions.

- Maintain program compliance with Florida Statutes, 65D-30, 42 CFR Part 2, CARF standards,

and all other contracts, federal, state, and local licensing and accreditation requirements.

- Monitor clinical documentation and Welligent EHR compliance, ensuring accuracy,

completeness, and audit readiness.

- Develop, implement, and continuously improve clinical policies, procedures, and protocols to

enhance program quality and patient outcomes.

- Oversee corrective action plans (CAPs) and ensure timely resolution of compliance and quality

issues.

- Ensure ASAM criteria are followed for level-of-care determinations and treatment planning.

Quality Assurance, Compliance & Program Development:

- Provide strategic oversight of the Quality Assurance and Compliance department, as well as

clinical performance improvement initiatives, to ensure optimal patient outcomes, regulatory

adherence, and organizational effectiveness.

- Assist in developing, implementing, and monitoring departmental policies, procedures, and workflows

to ensure compliance with federal, state, and contractual requirements.

- Support the identification, investigation, and resolution of compliance issues, audits, and corrective

action plans (CAPs), ensuring timely and effective remediation.

- Collaborate with QA and Compliance staff to establish performance metrics, track outcomes, and

generate reports to leadership for continuous improvement.

- Analyze clinical and operational data to identify trends, gaps, and opportunities for

continuous program enhancement.

- Design, implement, and evaluate comprehensive training curricula for clinical staff, including

monthly residential and outpatient training sessions, to support professional development

and clinical excellence.

- Review and approve all treatment plans, ensuring they are individualized, measurable, and

accurately reflect patient progress and engagement in care.

Community & Regulatory Engagement:

- Serve as the primary clinical liaison with regulatory agencies, accrediting bodies, and

contractual partners.

- Maintain collaborative relationships with community resources to enhance patient care and

support co-occurring mental health needs.

- Participate in external audits, inspections, and site visits, providing documentation and

evidence of compliance and clinical excellence.

Other Responsibilities:

- Ensure all clinical programs meet or exceed budget and staffing requirements.

- Provide clinical support as needed, including assessments, counseling, and group facilitation,

to maintain clinical coverage.

- Support operational leadership and collaborate with Directors and Administration to ensure

alignment of clinical and administrative functions.

- Perform other duties as assigned to maintain program effectiveness and organizational goals.

Key Performance Indicators (KPIs):

- 100% of supervisees meet performance expectations and receive documented supervision as required.

- 100% accuracy in EHR documentation.

- New hires meet competency expectations within 30 days and receive weekly supervision for the first

90 days.

- AMA (Against Medical Advice) rate not to exceed 20%.

- Client satisfaction rate of 90% or higher.

- Clinical staff turnover does not exceed 30% annually.

- Overtime costs remain under 1.5% of departmental salaries.

- Programs maintain or exceed budgetary goals.

REQUIRED EDUCATION AND EXPERIENCE:

- Master's Degree in a related field from an accredited institution.

- Current, valid State of Florida license as a Licensed Mental Health Counselor (LMHC) or Licensed Clinical

Social Worker (LCSW).

- Minimum of five (5) years of experience providing substance use and behavioral health treatment in

residential or outpatient settings.

- Minimum of five (5) years of experience supervising clinical staff in behavioral health, mental health, or

substance use treatment programs.

- Demonstrated knowledge of program management, clinical operations, quality assurance, and

regulatory compliance.

- Expertise in Florida Statutes, 65D-30, and 42 CFR Part 2.

- Ability to respond to emergency situations and serve on-call as needed.

- Travel between all Programs

PHYSICAL DEMANDS

REGULARLYREQUIRED: to sit, use arms/handsto reach,manipulate, handle, orfeel objects, tools,

or controls; written and verbal communication, ability to hear. Must be able to stand for long

periods of time and extensive walking as part of monitoring a 26-acre facility.

OCCASIONALLYREQUIRED:to stand, walk,stoop, kneel or crouch and lift and/ormoveup to 10 pounds.

WORK ENVIRONMENT

The work environment is that of a substance abuse treatment milieu which may include:

? Exposure to clients infected with Hepatitis B, HIV, TB, or other infectious diseases.

? Business-related travel will be required.

SCHEDULING NEEDS

This position is responsible for all Outpatient Programs as well as Residential facilities (24/7), and work

schedules may include nights, weekends & holidays to cover operational needs.
